Description: The goal of this Accountable Service Delivery Cooperative Agreement is for governments in CAR, the DRC, and RSS to provide accountable service delivery in one region or sector. Accountable service delivery means that government employees provide the public with the service they are mandated to provide without profiting (financially or otherwise) personally from providing the service. The type and scope of service delivery will vary in each country; however, INL/AME ultimately wants to focus on accountable service delivery within the criminal justice sector, at either the national or local level. If a focus on accountability within the criminal justice sector is deemed too dangerous or unlikely to result in significant change within four-years, the implementer will be able to propose an alternate type of service delivery with a plan for how success in that sector will be linked to future changes in the criminal justice sector. INL/AME’s hypothesis is that civil society (including individuals, informal groups, and formal institutions such as religious groups or community associations that are non-governmental) will play a key role in convincing the target governments to deliver services in an accountable way.
