Civil Society Report on the Implementation of the Elie Wiesel Genocide and Atrocities Prevention Act

The Prevention and Protection Working Group (PPWG) at the Alliance for Peacebuilding drafted this report to assess the U.S. Government's implementation of the Elie Wiesel Genocide and Atrocities Prevention Act of 2018 (Elie Wiesel Act), signed into law in early 2019 as the first law of its kind in the world. It examines the structural, political, and global challenges, including insufficient dedicated funding, uneven interagency coordination, inadequate senior-level engagement, and the elimination of key prevention-focused offices and staff that continue to constrain the Act's effectiveness nearly eight years after its passage. This assessment also addresses the Administration's failure to submit its annual report to Congress, due in July 2026, and the delayed, unpublished submission of the 2025 report. The purpose of this report is to underscore the strategic necessity of atrocity prevention to U.S. interests and global stability, highlight past successes and current opportunities, and serve as a call to action for Congress and the U.S. Government to fully implement the Elie Wiesel Act.
